Рост экономики Российской Федерации сопряжен с ее конкурентоспособностью и невозможен без развития инновационного потенциала предприятий и регионов. Развитие последних базируется на учете конкурентного потенциала, который опирается на инновационный вектор развития. Государство в недостаточной степени использует свои возможности в плане налоговой деятельности и излишней централизации. Отсутствие стратегических планов развития инноваций, жесткий подход в налогообложении, не учитывающий развитие конкурентных технологий и продукции, не позволяет развиваться предприятиям региона как инновационным структурам. В основе конкурентоспособности лежит инновационность экономики, как важнейший критерий целесообразности выхода предприятий на национальные и мировые рынки. При этом под инновационной экономикой понимаем новые виды товаров, изменение управления и организационных структур, технические и технологические новации, доведенные до целевых рынков. На сегодняшний день региональная власть имеет очень ограниченные возможности в инвестировании инноваций. В условиях ограниченности бюджетных и финансовых инвестиций в стране внутренний потенциал территорий является главным ресурсом их развития. Рациональное использование, наращивание ресурсного потенциала регионов – один из важных приоритетов деятельности регионов (органов местного самоуправления и территориальных общин). В процессах функционирования и развития предприятий и регионов необходим постоянный поиск путей повышения своего инновационного потенциала, перенесение своих производственных ресурсов в жизнеспособные динамичные кластеры. Развитие инновационной системы позволит конкурировать предприятиям, регионам и в целом государству в сложных рыночных условиях.
