Необходимость регулирования природохозяйственной деятельности институциональных субъектов возникает тогда, когда она затрагивает интересы сторонних субъектов или угрожает в ходе осуществляемой субъектом производственной практики его собственной устойчивости, достижению главной цели. Сложность и многообразность форм проявления социо-экологической и эколого-экономической проблематики на различных уровнях экономической системы обуславливает развитие множества направлений и взглядов о разложении процесса управления по этим уровням (мировой, государственный, региональный, локальный) и по методам от жестко-деклоративных государственных до комбинации с рыночными. В этой связи неоклассической экономической теорией активно генерируются новые аналитические идеи и концепции, позволяющие адекватно реагировать на возникающие экономические реалии.Так можно выделить следующие подходы к регулироанию природохозяйственной деятельности: Т. Мальтуса и Д. Рикардо, выявивших проблематику социально-эколого-экономических последствий ограниченности природных ресурсов в разрезе закона убывающей эффективности и необходимость регулирования природохозяйственной деятельности. Дж. Ст. Милл и Г. Джордж доказали несостоятельность в решении экологических проблем экономики индустриального типа из-за несовершенства системы институтов общества, обосновав возникновение пиродохозяйственных кризисов спекуляцией природных благ. А. Пигу разработал теорию внешних эффектов, в которой раскрыл необходимость государственного регулирования природохозяйственной деятельности экономических субъектов, согласования индивидуальных и общественных интересов. Исследования И. Кула, Ф. Хана и П. Самуэльсона выявили закономерность о формировании системы регулирования природохзяйственной деятельности не только в рамках отдельного государства, но и на мировом уровне. Р. Кроуз показывал, что методы прямого государственного регулирования природохозяйственной деятельности не настолько хороши, как кажется на первый взгляд, и поэтому не стоит занижать роль и возможности методов рыночного регулирования возникающих проблем. В настоящее время общепризнанно, что природохозяйственная деятельность рыночных субъектов только на основании рыночного механизма саморегулирования губительна для самого общества и должна регулироваться.
The need to regulate environmental management activities of institutional entities arises when it affects the interests of third-party entities or threatened by the ongoing entity manufacturing practices its own resilience, to achieve the main goal. The complexity and diversity of the forms of socio-ecological and ecological-economic issues at different levels of the economic system leads to the development of many directions and views on the expansion of the management process of these levels (global, national, regional, local) and techniques from rigid-deklorative state before combination with the market. In this respect, the neoclassical economic theory actively generated new analytical ideas and concept that enables to respond adequately to emerging economic realities. So we can distinguish the following approaches to regulate environmental management activities: T. Malthus and D. Ricardo, revealing issues of social, ecological and economic implications of limited natural resources in the context of the law of diminishing effectiveness and the need to regulate environmental management activities. John. St. Mill and George proved to be ineffective in addressing environmental problems in the industrial economy of the type of the imperfection of the institutions of society, justifying the occurrence of crises protohistoric speculation nature's benefits. A. Pigou developed the theory of externalities, which revealed the need for state regulation of the environmental management activities of economic entities, harmonization of individual and social interests. Research I. Kula, F. Khan and P. Samuelson identified a pattern about the formation of the system of regulation nature-safety activities, not only within individual States but also on a global level. R. Crows have shown that the methods of direct state regulation of nature economic activity is not as good as it seems at first glance and so you should not underestimate the role and potential methods of market regulation problems.
