Решение проблемы продовольственной безопасности региона играет немаловажную роль для обеспечения населения необходимыми продуктами питания. В статье приведены способы достижения продовольственной безопасности. Представлены различные мнения о причинах проблемы продовольственной безопасности, в частности распространения генно-модифицированных организмов, а также низких доходов населения, неустойчивости цен на продовольствие и незначительных воспроизводственных возможностей. Проведен анализ производства и потребления различных продуктов питания в Российской Федерации (РФ) за последние годы. Также представлена динамика потребления основных видов продуктов питания в Воронежской области. Предложено решение проблемы продовольственной безопасности с помощью мучных кулинарных изделий с применением нетрадиционного растительного сырья, используемых также в качестве функциональных продуктов питания. Приведены примеры улучшения качества пищевых продуктов и повышения содержания пищевых волокон и других полезных питательных веществ, благодаря использованию вторичного сырья, выжимок и продуктов переработки растительного происхождения. Продовольственная безопасность региона имеет лишь условную территориальную локализацию, так как экономические отношения, возникающие между субъектами продовольственного сектора, охватывают всех без исключения субъектов региональной экономики. Особую роль в этих отношениях в сложившихся к настоящему времени условиях играют организации, относящиеся к сфере производства пищевых продуктов, а также организации, поставляющие для них наиболее дефицитные и значимые ресурсы, т.е. организации сферы образования, исследований и разработок. Именно поэтому, мы считаем, что основной акцент в исследовании продовольственной безопасности должен быть сделан на особенностях функционирования промышленных организаций, занимающих лидирующее положение на рынке продовольственных товаров, и на их взаимодействии с образовательными и научно-исследовательскими учреждениями.
The solution of the problem of food security in the region plays an important role in providing the population with the necessary food. The article describes ways to achieve food security. Different opinions are presented on the causes of the problem of food security, in particular the spread of genetically modified organisms, as well as low incomes of the population, the volatility of food prices and insignificant reproduction opportunities. The analysis of production and consumption of various food products in the Russian Federation (RF) in recent years has been carried out. Dynamics of consumption of the main types of food in the Voronezh region is also presented. A solution to the problem of food security with flour culinary products using non-traditional plant raw materials, also used as functional food products, was proposed. Examples are given of improving the quality of food products and increasing the content of dietary fiber and other useful nutrients, thanks to the use of secondary raw materials, bugs and processed products of plant origin. The food security of the region has only conditional territorial localization, since the economic relations that arise between the subjects of the food sector cover all subjects of the regional economy without exception. A special role in these relations in the conditions that have developed up to now is played by organizations related to the sphere of food production, as well as organizations that supply them with the most scarce and significant resources, i.e. organization of education, research and development. That is why, we believe that the main emphasis in the study of food security should be made on the specifics of the functioning of industrial organizations occupying a leading position in the food market and on their interaction with educational and research institutions.
