Сектор малого предпринимательства является неотъемлемым, объективно необходимым элементом любой развитой хозяйственной системы, без которого экономика и общество в целом не могут нормально существовать и развиваться. Хотя показатель любого развитого государства составляют крупные корпорации, а наличие мощной экономической силы (крупного капитала) в значительной мере определяет уровень научно-технического и производственного потенциала, подлинной основой жизни стран с рыночной системой хозяйствования являются малые предприятия как наиболее массовая, динамичная и гибкая форма деловой жизни. Именно в секторе малого предпринимательства создается и циркулирует основная масса национальных ресурсов, которые являются питательной средой для среднего и крупного бизнеса. Высокая приспособляемость и массовый охват практически всех сфер внутреннего рынка страны обеспечивают устойчивость развития экономики и способствуют стабильности политического климата.

The small business sector is an integral, objectively necessary element of any developed economic system, without which the economy and society as a whole cannot normally exist and develop. Although the indicator of any developed state is made up by large corporations, and the presence of a powerful economic force (big capital) largely determines the level of scientific, technical and production potential, the real basis of life for countries with a market-based economic system is small enterprises as the most massive, dynamic and flexible form of business life. It is in the small business sector that the majority of national resources are created and circulate, which are the breeding ground for medium and large businesses. High adaptability and mass coverage of almost all areas of the domestic market of the country ensure the sustainability of economic development and contribute to the stability of the political climate.
