В статье авторы предлагают оценивать экономическую безопасность региона, используя показатели, применяемые для федерального уровня и отраженные в Стратегии экономической безопасности Российской Федерации до 2030 года. Так как не все показатели, зафиксированные в этой Стратегии, применимы для регионального уровня государственного управления, авторы предлагают проводить анализ экономической безопасности по четырем направлениям: масштаб экономики и доля территории в составе более высокого уровня территориального образования; человеческий потенциал; ситуация на рынке труда; успешность участия в инновационных процессах. Для каждой группы сформированы наборы показателей, позволяющие охарактеризовать объект с разных сторон, с одной стороны, демонстрируя максимальную многогранность сложной системы, а с другой стороны, исключая дублирование. Искомый набор показателей должен отвечать ряду требований: компактность, доступность, легкость вычисления, верифицируемость, взаимодополняемость. Для проведения оценки вычисленных количественных показателей необходимо сравнивать их с выбранным эталоном. На основе оценок состояния и достигнутого уровня экономической безопасности территориального образования строится организационный механизм и система управления экономической безопасностью.

In the article, the authors propose to assess the economic security of the region using the indicators used for the federal level and reflected in the Economic Security Strategy of the Russian Federation until 2030. Since not all indicators recorded in this Strategy are applicable to the regional level of government, the authors propose to analyze economic security in four areas: the scale of the economy and the share of the territory in a higher level of territorial formation; human potential; situation in the labor market; success of participation in innovative processes. For each group, sets of indicators have been formed to characterize the object from different angles, on the one hand, demonstrating the maximum versatility of a complex system, and on the other hand, eliminating duplication. The desired set of indicators must meet a number of requirements: compactness, accessibility, ease of calculation, verifiability, complementarity. To evaluate the calculated quantitative indicators, it is necessary to compare them with the selected standard. Based on assessments of the state and achieved level of economic security of a territorial entity, an organizational mechanism and a system for managing economic security are being built.
